Range of Services

The department’s range of services includes planning, management and execution of projects in the energy sector in developing countries and in NICs (Newly Industrialized Countries). The focus of our efforts lies in supplying energy to rural areas utilizing environmentally-sound renewable energy sources. The department has gathered years of worldwide experience in small-scale hydro-power utilization through its involvement in international cooperation projects. Photovoltaic systems and biomass utilization are increasing the department´s project activities.

In the energy and resource management sector all phases of the project cycle are given equal importance:

Concept Development

Rural electricity-supply concepts for both small isolated grids and national grids,
Energy utilization concepts for handicrafts and small scale industry, agro-industry and for residential rural electricity supply,
Dissemination concepts for RE-technologies,
Rational Use of Energy (RUE) concepts for industry and agriculture.

Project Planning

Analysis of energy demand and RE-potentials,
Site-investigation for projects,
Environmental impact assessment (EIA),
Economic and financial analyses,
Development of financing concepts,
Evaluation of project executing institutions

Project Execution

Advising political decision-makers in the energy sector,
Advising national and regional utilities, ministries and related authorities,
Supporting and advising private-enterprise initiatives in the energy sector, such as energy cooperatives, local utilities etc.,
Educating technical and management personnel in the planning and execution of energy projects, including the training of plant administrators, officials and operational staff,
Advising local manufacturers, particularly in technology transfer and quality control,
Project monitoring and evaluation.

Project Approach

The supplying of energy as an isolated measure, especially electricity in rural areas, does not in itself lead to any long-term sustainable development.

Rural electrification is considered a supplementary supporting measure integral to the development of other basic infrastructure components such as health facilities, schools, transportation systems, support systems for rural production and marketing, etc.

High initial investment with only a relatively small increase in energy demand make the planning and implementation of rural electrification projects, particularly the economic aspects, rather difficult.
In addition to the economic requirements, the supply, distribution, and utilization of electrical energy also needs to meet environmental compatibility.

Environmental impact and economic factors have become increasingly important criteria in determining which future rural energy projects should be furthered.

Projekt-Consult GmbH develops and implements concepts for executing projects, placing emphasis on solutions which are both financially and environmentally favorable. The increased utilization of renewable energy sources represents a promising and viable option for meeting future rural energy demands. In concrete terms, this means that Projekt-Consult GmbH takes into account all the relevant areas of all the sectors affected by, or critical to, energy production, supply and/or utilization. In the field of small-scale hydro-power utilization, project concepts not only take into consideration the drinking water supply and irrigation systems on the energy production side, but also the village handworkers and craftsmen, small-scale industries and other decentralised consumers in regard to energy use.

China: Implementation of provincial Solar Energy Programs of the Sino-German Financial Cooperation on rural village electrification in four western provinces (Xinjiang, Yunnan, Qinghai, Gansu) by means of PV-diesel hybrid plants including village mini-grids. Solomon Islands: Advising the Ministry of Energy, Water and Mineral Resources and the Solomon Island Electricity Authority (SIEA) in the improvement of the urban and rural electricity supply in the Solomon Islands; site investigations and planning of small-scale hydro-power plants on different islands, construction and operation of a hydropower plant in Santa Isabel, advisory service to the Ministry in the formulation of the Rural Electrification Policy.
