Responsible Mining in Indonesia and the Philippines
The Responsible Mining Partnership: Identifying opportunities for building a Team Sweden Engagement in Indonesia & the Philippines, commissioned by the Embassy of Sweden in Bangkok under the Sida Framework Contract for Responsible Mining (Ref. UM2026/05735/BANG), supports the development of a structured, scalable Team Sweden roadmap for responsible mining engagement in both countries. Running from February to June 2026, the project identifies opportunities and validates and deepens its findings across four fields of action: government and regulatory frameworks, education and human capital development, technology transfer, and civil society, environmental governance and community rights. Through field missions to Jakarta and Manila, stakeholder consultations with government, industry, academic and civil society actors, and structured engagement with Team Sweden members, the project maps existing competencies and activities, identifies promising entry points for cooperation, and assesses a portfolio of indicative activity options against criteria of strategic fit, readiness, partner commitment and combinability. The assignment concludes with a draft roadmap and a full inception report, informing Sida’s future programming decisions in the region.
Projekt-Consult delivers this assignment as part of a consortium with Sweco International AB (consortium lead) and Swedish Geological AB (SGAB) under the existing UTS Framework Agreement, with Projekt-Consult being responsible for implementation of this assignment, supported by the two partners in their respective areas of expertise. Drawing on its recent experience in both countries — including a 2024–2025 study for GIZ on critical mineral demand and supply in the context of Indonesia’s net-zero transition, an ongoing ADB assignment on Indonesia’s bauxite-to-end-use value chain and ESG benchmarking, and a 2025 Critical Raw Materials Scoping Study and Programme for the EU in the Philippines — Projekt-Consult leads the analytical and field-based work of the inception phase. This includes coordinating national experts in both countries, organising and conducting field missions, running stakeholder consultations across government, industry, academia and civil society, and synthesising findings into a Team Sweden roadmap and inception report.
Key Tasks:
- Analyse feedback from Team Sweden consultations and map the competencies, mandates and planned activities of Swedish actors against the four fields of action (government and regulatory frameworks; education and human capital; technology transfer; civil society and community rights).
- Conduct a combined field mission to Jakarta and Manila, including stakeholder interviews with government authorities, regulators, industry, academic institutions and civil society organisations.
- Map the landscape of relevant education and training institutions in both countries and identify entry points for cooperation with Swedish industry and academic partners, in line with an Aid & Trade approach.
- Consult international donors and development finance institutions, including the EU Delegation, ADB and Australia’s DFAT, to identify cooperation opportunities and avoid duplication.
- Ensure the systematic integration of civil society and community perspectives, with dedicated outreach in the Philippines to address underrepresentation during the scoping phase.
