The Programme Manager EU-Africa Global Gateway Critical Raw Materials (CRM) Window Technical Assistance Programme supports the EIB in establishing and operating a Programme Management function for CRM-related advisory operations across OACPS countries. Commissioned by the EIB and implemented over 48 months, the programme covers the full project lifecycle—from pipeline definition and project identification to preparation, implementation support and monitoring. It is structured around three complementary work streams: programme management (governance, coordination and reporting), investment-related advisory support (project origination, Terms of Reference development, oversight of technical assistance assignments and monitoring towards bankability), and upstream enabling environment and capacity building (regulatory, institutional, ESG and geological-data support). The assignment forms an operational link within the EIB's Critical Raw Materials Strategic Initiative, helping turn political partnerships and strategic intentions into concrete, financeable investment projects that contribute to secure and sustainable European CRM supply chains while supporting partner countries' own development priorities.

The activities and tasks planned within the assignment are the following:

  • Lead partner responsibility for contract management, financial management and reporting towards the EIB.
  • Provision of backstopping services, including onboarding, quality control, administrative and financial back-up, and IT support through GFA Syscom.
  • Technical lead on Work Stream 1 (Programme Management): preparation of the Programme Management Plan and Manual, inception, progress and completion reporting.
  • Technical lead on Work Stream 3 (Upstream Enabling Environment and Capacity Building): categorisation of partner-country requests, delivery of rapid advisory inputs, and co-design of capacity-building project concepts and documentation.
  • Contribution of in-house and network expertise to Work Stream 2 (Investment-Related Advisory Support), including mobilisation of Non-Key Experts for project-level technical assistance.
  • Coordination of consortium-wide quality management in accordance with PrC's and GFA's ISO 9001-certified quality management system.
  • Support to the Secretariat function of the CRM Facility's Coordination Committee, including agendas, technical contributions and follow-up actions.
  • Liaison with EU Delegations, national ministries, geological surveys and regional institutions in OACPS countries to align technical assistance with national priorities.
