Programme Management Consultant for Critical Raw Materials facilities
To translate the EU's Raw Materials Partnerships with resource-rich countries into concrete investments, the European Investment Bank (EIB) has set up a dedicated Technical Assistance Facility for Critical Raw Materials (CRM), supporting projects across the full CRM value chain in countries of the Organisation of African, Caribbean and Pacific States (OACPS). The CRM Facility is a new instrument, with first pilot activities underway in countries including Namibia, Tanzania and the DRC.
On behalf of the EIB, Projekt-Consult (PrC) leads a consortium with DMT Kai Batla and EC Terra to provide Programme Management services for the CRM Facility. Over a 4-year assignment, we work as an operational extension of the EIB, helping build a robust pipeline of bankable CRM investments and preparing the technical assistance assignments that support them.
Alongside project-level advisory support, PrC helps strengthen the upstream enabling environment in partner countries – from regulatory frameworks to ESG governance and institutional capacity – so that CRM investments translate into secure, diversified and responsible supply chains for Europe.
