The project addresses five interconnected areas of Tunisia's mining sector reform. Projekt-Consult provides end-to-end advisory support across the full arc of Tunisia's mining sector reform, from strategic visioning through to legal drafting, regulatory development, investor outreach and institutional capacity strengthening.

Mining Strategy Development establishes the strategic foundation for the entire reform effort. Through sector analysis, international benchmarking and structured stakeholder consultations, the Consultant develops a comprehensive national Mining Strategy capturing the Government's long-term vision for the sector. The Strategy addresses diversification beyond phosphates, revitalisation of exploration, development of critical minerals, strengthening Tunisia's position along the mining value chain, and embedding ESG standards — providing an actionable roadmap with clear responsibilities and milestones for implementation.

Finalisation of the Mining Code translates that strategic vision into a modern legal framework. Working from an existing draft prepared by the Ministry, the Consultant introduces targeted revisions aligned with international best practice, explains the rationale for each change with reference to comparable jurisdictions, and accompanies the Code through successive rounds of internal review, stakeholder consultation and ultimately parliamentary adoption. The result is a clear, transparent and investor-friendly legal framework governing all aspects of mineral prospecting, exploration and exploitation in Tunisia.

Preparation of Regulations gives practical effect to the Mining Code by developing the full body of implementing regulations required for its day-to-day application. This covers core operational areas such as licensing procedures, access to geological information and mineral rights administration, ensuring that the reformed legal framework is not only adopted but genuinely functional and consistently applicable by the relevant authorities.

Investment Promotion ensures that Tunisia's reforms translate into tangible investor interest. The Consultant develops targeted promotional materials highlighting Tunisia's geological potential, improved regulatory environment and specific investment opportunities, tailored to different investor audiences — from junior exploration companies to European downstream industrial investors. These materials are designed for use at major international mining conferences and through direct investor outreach, complemented by a structured action plan for sustained promotional activities including a proposed mining conference in Tunis.

Capacity Building ensures that Tunisian institutions can effectively implement and manage the reformed framework beyond the life of the project. Twelve thematic workshops delivered throughout the assignment cover the full range of relevant topics, from licensing and permitting to fiscal regimes, project financing and environmental management. The component concludes with a structured continuing training programme designed for the Ministry of Industry, Mines and Energy to adopt independently, embedding long-term professional development within the sector.

The following main results are planned:

  • Formally adopted national Mining Strategy providing the Government with a long-term vision and actionable reform roadmap for the sector
  • Modernised Mining Code in force, providing a transparent, clear and investor-friendly legal framework for all mining activities in Tunisia
  • Complete set of implementing regulations ensuring the Mining Code is fully operational in practice
  • Portfolio of professional investor promotion materials and a structured action plan for their deployment at key international platforms
  • Measurably strengthened institutional capacity within Tunisia's mining authorities to implement and administer the reformed framework
